Delivering Blackpool’s First Indoor Padel Facility

Just Padel Blackpool represents a defining moment for sport and leisure provision on the Fylde Coast, introducing the town’s first purpose-designed indoor padel tennis facility. Delivered through a close
partnership between Just Padel – the North West’s leading indoor padel operator – and Studio FRI, the
project reflects a shared commitment to high-quality design, strategic planning, and long-term community value. Located at Unit 1C, Squires Gate Industrial Estate, within Blackpool’s Enterprise Zone, the scheme transforms a vacant industrial unit into a modern, fully serviced indoor leisure destination. The facility accommodates six premium indoor padel courts, contemporary changing and shower facilities, and a first-floor viewing area, creating a year-round sporting venue that did not previously exist in Blackpool. Building on the success of Just Padel’s flagship Preston facility, the Blackpool centre forms a key part of the brand’s regional expansion strategy. As the town’s first indoor padel venue, it establishes a new benchmark for leisure-led regeneration and adaptive reuse within Blackpool’s commercial landscape.

Securing Approval Against Policy: A Landmark Planning Success

The project presented substantial planning challenges. The site sits within the Blackpool Enterprise Zone – a strategically protected employment area where planning policy strongly resists non-industrial uses. Leisure development at this location directly conflicted with adopted Local Plan policies safeguarding employment land. Studio FRI led the planning strategy, developing a robust, evidence-led justification that repositioned the proposal as a catalyst for regeneration rather than a loss of employment function. The case demonstrated how reactivating a long-vacant building would enhance the local environment, support health and wellbeing objectives, and introduce a unique, inclusive sporting use to Blackpool for the first time. Following detailed consultation and formal publicity through statutory press and site notices, Blackpool Council granted planning permission as a departure from the development plan, approved on a temporary seven-year basis. The decision represents a clear example of how strategic planning advocacy and design intelligence can unlock development where policy constraints would otherwise prevent change.

Our role included site feasibility analysis, planning strategy, preparation of detailed planning and transport statements, and management of the change of use from industrial (B2/B8) to indoor leisure (Class E(d)). Alongside planning, we delivered architectural design tailored precisely to Just Padel’s operational model, ensuring spatial efficiency, brand consistency, and a high-quality user experience. Close engagement with Blackpool Council planning officers enabled issues to be addressed proactively, aligning the proposal with wider objectives for year-round activity, health, and economic resilience. This integrated, design-led approach ensured clarity and certainty throughout the process, resulting in a facility that is both commercially viable and planning-sound.

Prior to this development, Blackpool had no indoor padel provision, despite padel’s rapid growth as one of the UK’s fastest-emerging sports. Just Padel Blackpool fills this gap, providing a modern, accessible leisure destination within a repurposed industrial building. The scheme demonstrates the value of adaptive reuse in contemporary leisure architecture – extending the life of existing commercial assets while delivering new social, health, and recreational benefits. Today, the facility operates as a vibrant sporting and social hub, bringing new activity into a previously dormant space and expanding Blackpool’s leisure offer beyond seasonal tourism.
