Planning application fees in England are prescribed by national regulations and apply consistently across all local planning authorities. Councils do not set their own fees and cannot vary them. The amount payable depends on the type of application being submitted and, in some cases, the scale of development.
For most applications submitted online, the total cost is made up of two elements. The first is the statutory planning fee, which is payable to the local planning authority and is exempt from VAT. The second is a Planning Portal service charge, which is applied when applications are submitted online. This service charge is separate from the planning fee, varies by application type, and is subject to VAT.
A householder planning application relates to development to a single dwellinghouse. This includes extensions, dormers, roof alterations and similar domestic works. As of April 2025, the statutory planning fee for a householder application is £528. When submitted via the Planning Portal, a service charge of £70.83 is applied, with VAT added to that service charge at checkout, Total: £613
Some domestic development falls outside the householder category but still takes place within the boundary of a dwellinghouse. This includes outbuildings, garden rooms, walls, fences and gates. For this type of development, the statutory planning fee is £262. As with all online submissions, a Planning Portal service charge applies in addition. The amount of the service charge is confirmed during submission.
A full planning application is required for development that does not fall within the householder category, including many changes of use and non-domestic proposals. For many standard full planning applications, the statutory fee is £588. Where development exceeds certain thresholds, the fee may instead be calculated based on floorspace, site area or the number of dwellings proposed, in accordance with the national fee schedule. Full planning applications submitted online are subject to a Planning Portal service charge, which varies depending on the application type and is shown before submission is completed.
Advertisement consent is a separate planning control and is required for the display of signage in many circumstances. The statutory fee for advertisement consent is £168. Where advertisement consent is required alongside a full planning application, the statutory fees for each consent are added together. A Planning Portal service charge is then applied to the submission.
Certain forms of development proceed under permitted development rights but still require prior approval from the local planning authority. Most prior approval applications attract a statutory fee of £240. As with other online applications, a Planning Portal service charge applies in addition, with VAT charged on that service charge only.
A Lawful Development Certificate can be used to confirm that existing or proposed development is lawful. For a Lawful Development Certificate for proposed works, the statutory fee is half the equivalent full planning application fee. For a Lawful Development Certificate for existing use or development, the statutory fee is the same as the equivalent full planning application fee. Planning Portal service charges apply where these applications are submitted online.
Additional statutory fees may apply after planning permission has been granted. These include fees for the discharge of planning conditions, applications to vary or remove conditions, and non-material amendments. These fees are set nationally and are payable to the local planning authority.
